Among the most common solutions are Skype for Business (Microsoft Lync), Cisco WebEx, communigatePro, Adobe Connect and ooVoo.
Experts also believe that some of the programs used are essentially imposed on officials using various marketing tools. For example, after purchasing some office solutions, the structure is offered to purchase the corresponding software for employee communication.
The IRI decided to create an alternative to Western programs. In September 2016, a working group was created to test Russian messengers. Experts planned to collect proposals from Russian developers and organize tests of all products in departments and state enterprises. In October, representatives of the Institute selected 13 messengers for test implementation in government agencies. These applications were tested by employees of the Russian Post, the Ministry of Emergency Situations, the Bailiff Service, Rosmolodezh, and officials from 8 subjects of Russia.
