Fong called on the Hong Kong Special Administrative Region government and local organizations to develop Cantonese master's degrees.
In July, Sun Dong, Hong Kong's Secretary for Innovation, Technology and Industry, announced that the SAR government was collaborating with local universities to develop a large language model based on Hong Kong.
A collaborative document management application for government employees is currently being used in trial mode.
The model has already been implemented in Sun's department and the system will eventually be made available to all Hong Kong residents, the secretary said.
The bureau said it planned to expand the pilot app to three other government departments, but did not say when Hong Kong residents would have access to it.
Fong said if the app is successfully launched, the government's LLM will have many benefits.
This will be a positive step in addressing the issue of restricting the use of some Western AI models in Hong Kong. In addition, the introduction of a localized AI model can protect privacy and provide greater convenience for residents, Fong said.

It's not yet clear what specific features the government's AI model democratic republic of the congo email address might offer and how it would differ from other similar products, Cao said.
"I don't think the government has done enough research on what it wants to do ," Cao said.
Local Startups
Local tech companies, meanwhile, are actively meeting the needs of the Cantonese-speaking market.
One startup, Votee AI, developed an open-source Cantonese LLM this year.
After several years of working in the local market, Votee AI has collected a significant amount of Cantonese language data from open sources as well as primary data.
